Many of the people in cosplay on saturday were of the highly excitable 'teenybopper' age group, and those were the ones that were too OTT. As for people sitting around floors - given that there actually was a lobby area around the corner, I agree that this wasn't really appropriate. Personally I reckon that the staff should have been moving people sitting on the floor along - like they do at geddon, which seems to work quite well. I don't really think I can comment on the Ball though, having not been.
